Zambia Devolution Support Program

The Zambia Devolution Support Programme (ZDSP) is a government-led initiative supported by the World Bank, aiming to strengthen the financing, institutional performance, and accountability of rural local authorities in Zambia. The program focuses on improving service delivery, promoting decentralization, and enhancing local governance.

Key Objectives:

  • Strengthen Financing: Improve financial management and resource allocation for local authorities
  • Institutional Performance: Enhance capacity building and institutional strengthening for local governments
  • Accountability: Promote transparency and accountability in local governance

Program Components:

  • Capital grants for local authorities
  • Strengthened public financial management
  • Strengthened fiscal framework for devolution
  • Capacity building for local authorities

The ZDSP is being implemented across 95 local authorities in Zambia, with a total funding of $210 million from the World Bank.
